According to the communiqué of Anatel about the proposal, the choice of USB-C was due to the fact that it is already a format widely used by most global cell phone manufacturers, especially those that use the Android – the devices of Apple , however, use the input lightning, the company's proprietary format and present on company cell phones since 2012.
“With the objective of contributing to the homogenization of the offer of products that use cable charging, which will allow greater convenience for consumers and possibly reduce electronic waste by reusing chargers when changing the cell phone, a draft of an act was prepared that establishes charging interface requirements for both cell phone devices and chargers intended for such equipment, which includes the definition of a standard as a mandatory interface and the standardization of charging protocols for these devices.” explains the introduction of the Public Consultation regarding the project of the Anatel.
Still in the project Anatel, the product boxes would have to have information described by the manufacturers about the minimum power that the charger must have to recharge the smartphone, if it is compatible with fast charging technology and if some other way of obtaining energy for the battery is available. available, such as induction or wireless charging.
It is important to emphasize that the project, however, only covers wired chargers, since the agency, in the Public Consultation, explains that “both the international proposals and the Anatel do not include the standardization of wireless charging interface, since this technology is not currently considered a substitute for cable charging, being adopted, for the time being, as an alternative to wired charging only in high-end terminals, which have higher prices and lower market penetration”. In the note, the Anatel explains that the proposal is based on a recent European Union project that also seeks to standardize charger inputs on smartphones, released on June 7 and which must still undergo final approval by the economic bloc authorities before coming into force.
During the period of discussion of the law in Europe, however, the Apple presented resistance against the proposal, stating that the obligation to use an input USB-C could render nearly 1 billion of the company's devices on the market obsolete, affecting both Apple's operation and its consumers.
In addition to Europe, a similar project is being studied by the US Senate, which is studying the mandatory nature of the standard in question for all cell phones sold in the country from 2024 onwards – with the letter responsible for the discussion in the North American country being made available on 17 of June.
More details of the European project, however, have not been released since the law was announced. Anatel's project is currently under public consultation, which means that the Brazilian population can access the draft of the normative act proposed by the authority and make contributions, with a maximum deadline until August 26.
