Since 2012 the National Telecommunications Agency (Anatel) tries to help the consumer to answer this question from satisfaction surveys and internet quality in Brazil. And this year was no different.
During the second half of 2016, Anatel interviewed 150 customers across the country to find out how they rate the operator's service, service operation and problem-solving capacity.
Confirming the hypothesis that more local companies offer a better rated service, the operator with the greatest emphasis in 2016 was Telecom Cable. Present only in Rio Grande do Norte, the operator led the overall satisfaction average, as well as the stability, service and availability categories.
A Living also stood out, but for the drop in quality. The company took over the broadband from the former subscribers of GVT, which in the last survey was in 14 states as the best placed. This year, Vivo led only in 6 of the 17 states it serves.
A Oi, however, was the company with the worst results in the entire country. The operator, which serves 25 states, was among the five worst state scores in Brazil. In addition, it did not even reach 6 points on average in of general satisfaction, speed, stability and availability.

Four operators were analyzed in Ceará and the dispute, again, was between NET and Vivo. The last operator had the best service. The first was elected the best fixed internet and the best broadband in the state.
In Goiás, Sky was once again considered the operator with the best service. NET and Vivo offered the fastest internets, but, on average, NET was the big winner.
