On April 11, 2023, we reported on the showmetech that the government would withdraw the exemption for international purchases between individuals with a value below US$ 50, with a focus on preventing smuggling of goods and collecting taxes on everything that enters Brazil. People used to shopping in e-commerces , the Shopee, AliExpress e Shein would be the most affected and there was a great demand from the Brazilian people for this to be revoked. 3u4g59

With an eye on the negative repercussions of the decision that would make purchases more expensive, President Lula had a meeting with the Minister of Finance, Fernando Haddad, so that a new alternative could be found. Understand the case.

The second week of April this year was marked by major complaints from the government in most of the Brazilian conversation circles. President Lula, based on a decision by the Minister of Finance, Fernando Haddad, approved a measure that taxed international purchases by up to 60%, regardless of the value.

For example: if you purchased a product costing US$30 (approximately R$150), you would have to pay, in addition to the value to the store, plus 60% taxes (US$18 or R$90) for clearance to take place at customs. . This would make a purchase worth R$150 R$240. Many retailers such as Ali Express, Shopee and Shein found themselves in hot water with this measure from the Brazilian government, as purchases could drop substantially.

Haddad's justification for putting this new rule into effect is that "digital smuggling" causes Brazil to stop collecting R$ 8 billion in taxes annually. The exemption for international purchases has existed since 1991 and, since then, has been the gateway for Brazilians to buy imported products that are not sold in Brazil.

Despite making sense for the IRS, many people complained on the internet about Haddad and Lula's decision to tax purchases made on foreign websites. Despite having been put into effect during the new government, what Showmetech had commented in May 2022 that the measure was studied by former president Jair Bolsonaro, but it did not go ahead precisely because of popular pressure.

President Lula had an emergency meeting with Fernando Haddad to discuss a way for the international trade exemption to return without problems affecting the IRS.

On April 18, 2023, in an interview with journalists, Haddad confirmed that the measure that placed fees on any and all purchases made on outside sites with a value below US$ 50,00 was revoked. He also mentioned that he will need help from companies for this process to work.

The president asked us yesterday to try to resolve this from an istrative point of view. In other words, curb smuggling. We know that there is a company that practices this unfair competition, harming other companies, both in e-commerce and the stores that are open there, suffering from this company's unfair competition.

The major concern is that a company, considered a legal entity, takes advantage of the measure to be able to sell to Brazil without the need to pay taxes.

The international trade exemption is only valid for purchase and sale processes between individuals, so if a person with a store in a marketplace sells a product, even if he is in another country, the purchase will not be taxed. Companies directly involved in the process made themselves available for both sides to win in the process, according to Haddad's statement:

Yesterday we received Ali Express, in person, and we received a letter from Shopee, saying that they agree with the regulation of the of what the Ministry of Finance intends. Because they think it's an unfair practice and they don't want to be confused with who is committing a tax crime.

In addition to popular pressure, specialists with information from the Federal Government mentioned that the first lady Janja was one of those who spoke the most and influenced the meeting to revoke the decision to tax purchases made on international websites. She realized that the measure is unpopular.
