Carnival, which for many is the most awaited holiday of the year, is already rooted in the heart of Brazilians and has become a symbol of national culture. The party, one of the best known in the western world, however, runs the risk of not happening again due to restrictions imposed in the fight against the COVID-19 pandemic. The Carnival holiday is celebrated 47 days before Easter, always on a Tuesday. The name comes from Latin levale meat, which can be translated as "farewell to the flesh". It is believed that its meaning may be directly related to the fast that is done during Lent, a period that begins on the Wednesday after Shrove Tuesday.

According to historians, two festivals held in Ancient Babylon may have given rise to Carnival. The first of these is the Saceias, a celebration marked by the transformation of a prisoner into a king, enjoying the benefits of this position before being hanged. The other rite took place at the spring equinox, as a celebration of the new year. The feast was used to demonstrate submission to Marduk, a Mesopotamian god. In Marduk's temple, the king was beaten and humiliated in front of the god's statue in order to exalt the deity. After the ceremony was performed, the king assumed the throne again.

In Brazil, the party debuted in 1723, with the game of throwing water among the revelers. The festivities were incorporated into Brazilian culture by the Portuguese coming from the Azores, Madeira Island and Cape Verde regions. Around here, the first carnival balls appeared in 1840 and in 1855 the first carnival clubs were organized, groups similar to the samba schools we know today. In the capital, Carnival is still scheduled and Mayor Ricardo Nunes (MDB) plans to set up a committee with other capitals in Brazil, such as Salvador, Belo Horizonte, Recife and Rio de Janeiro, to coordinate measures and procedures for the 2022 party.

In the state of Rio de Janeiro, no city has made it official that the event will not be held in 2022. On the other hand, the festivities may not take place, since next year's carnival still depends on the authorization of the state's health authorities. In the capital of Rio de Janeiro, at least 506 blocks have already signed up to hold about 620 parades during the festival days. Among those who requested authorization are traditional blocks such as the Black Ball Cord, jaguar's breath e Ipanema band. Among the megablocks that requested authorization are the Anita's Block, Black's Block, Lud's boil, by the singer Ludmilla, and the monoblock.

Despite the uncertainty, the carnival should take place in the capital of Rio de Janeiro, as the municipality is approaching the levels pre-established by the authorities for the celebration. Among the main carnivals in the state of Bahia, the only one confirmed so far is Porto Seguro. The party, however, will have measures that aim to decentralize it. Among the measures announced by the city hall is the creation of a second circuit for the party. The objective is to reduce the number of people on the arela do Álcool, where the most traditional blocks of the city parade. The new circuit, located on the edge of the city, will be 3,2 kilometers long.

Despite this, the party still depends on the approval of the government of the State of Bahia to take place. Currently, any type of event held in the state must be restricted to a maximum audience of 3 people. In an interview with local broadcasters, Governor Rui Costa said that there is still no definition of the party and criticized the pressure suffered by businessmen who want the carnival to be held next year.

“I also want to hold Carnival in Bahia, but I will only do it if I don't have to face thousands of people dying from Covid later. I don't want to put my head on my pillow and imagine that part of those deaths was because of my decision to allow Carnival”, said Costa.

In the capital of Bahia, there is still no definition of the revelry in 2022. Mayor Bruno Reis said, in a note released earlier this week, that the answer should arrive by the end of November. Among the main cities in Bahia, none officially canceled Carnival in 2022.

Other places where carnival is still uncertain in 2022 are in the cities of Recife and Olinda. In the capital of Pernambuco, the city hall has already informed that the decision on the revelry will be up to the health authorities. “Recife understands that only with the overcoming of the pandemic will it be possible to ensure the event, with the characteristics of this cultural cycle of the capital of Pernambuco”, said the municipal management.

The decision was similar to the one taken by the City Hall of Olinda, a city located in the metropolitan region of Recife. In a note, the municipal management said that it will follow recommendations from the Ministry of Health and the Secretary of Health of Pernambuco on whether or not to promote carnival parties.

Last Thursday (18), the Health Secretary of Pernambuco, André Longo, said that “there is no health security” at the moment for the promotion of major events. “It is still too early to make decisions about these events, especially Carnival, which takes place concomitantly with the seasonality period for the occurrence of respiratory diseases”, said Longo.

Despite the statements, both Recife and Olinda have already started preparing for Carnival next year. In the capital, for example, since September a management committee has been articulating the structure and setting up of the program if the party is allowed. In Olinda, official procedures are being carried out normally, according to the city istration.

The 2022 carnival was officially canceled in at least eight municipalities in Minas Gerais. The list, which grows every day, includes Borda da Mata, Brazópolis, Cambuí, Córrego do Bom Jesus, Gonçalves, Paraisópolis, Poços de Caldas and Sapucaí Mirim. In notes released to the press, city halls attributed the cancellations to the delicate moment experienced with the pandemic and informed that the purpose is to preserve the health of the population, avoiding agglomerations. Some municipalities, such as Paraisópolis, still canceled public New Year's Eve and city birthday parties.

In the capital Belo Horizonte, the revelry is still uncertain. On Monday (22), the capital's Committee to Combat COVID-19 recommended that the city hall not sponsor carnival or the New Year, in addition to advising the population to participate in events with large agglomerations.

"By understanding that, at the moment, such actions may have important negative consequences for the health of the people of Belo Horizonte". In the text, some reasons are also pointed out for the recommendation of not holding the festivities. Among them, the decrease in immunity obtained by vaccination after six months of application of the second dose and the fact that a large part of the population is still without the booster dose.

Mining authorities are still unable to predict when there will be a final decision on the matter. Despite the uncertainty, at least 30% of vacancies in hotels in Belo Horizonte and the Metropolitan Region are already reserved for the carnival period.
